1. The Committee appointed by His Excellency the Governor, to revise a scheme drawn up by the Honourable C. C. SMITH, for the re-organization of the Registrar General's Department, and report their views as to its future constitution, have the honour to report as follows:-

The Committee have held several meetings to consider the subject and have obtained from the Heads of those Departments to whom it is proposed to transfer part of the duties of the Registrar General's Office, information showing what increases will be necessary to the staff of their Departments if they have to take over the extra duties.

3. To perform the duties of the Registrar General's Department under the new constitution, Mr. SMITH considered that it would be necessary to have a staff consisting of a Registrar, a Clerk or Deputy, 3 Superior Chinese Clerks, 2 Chinese Writers and 3 Messengers, costing altogether at the rates now paid, $8,256 per annum.

Office staff borne on the Estimates of 1880 amounts to $13,608, but as several vacancies that have fallen in during the past year have not been filled up, the expenditure for the existing staff (if confirmed in acting appointments) would be at the rate of $10,848 per annum.

4. The Committee find that Mr. C. C. SMITH proposes to retain for the Registrar General's Department the following duties:--

Registration of Houses and Servants under Ordinance No. 7 of 1866,

Births and Deaths

Marriages

and to transfer to other Departments the following

A.Licensing of Hawkers under Ordinance No. 8 of 1858. B.Money Changers under Ordinance No. 9 of 1867. C.Undertakers D. E. F.District Watchmen G.Sampans H.Cargo Boats I.Markets K.Collection of Revenue for Land, Markets and Latrines, including Village Rates. L.Chinese Gazette. M.Contagious Diseases Ordinance; Superintendence of working of

5. If the duties of Registering and Licensing Sampans, Cargo Boats and Boatmen be transferred, as is proposed by Mr. SMITH, to the Harbour Master's Department, it will require, in the opinion of the Head of that Department, the appointment of an Assistant Inspector
